CARES Act and State Financial Relief Programs Summary

Financial relief for Michigan’s manufacturers is a primary concern at MMA and for our members. Please see the list below of programs and opportunities that currently exist – whether it is the recently enacted Coronavirus Aid, Relief, and Economic Security Act (CARES Act), which will be providing over $2 trillion in financial aid to the U.S. economy or grant and loan options at the State level – to help your company.

CARES Act Paycheck Protection Program
The Paycheck Protection Program (PPP) provides funds to businesses with 500 or fewer employees to pay up to eight weeks of payroll costs including benefits. Funds can also be used to pay interest on mortgages, rent and utilities.

Businesses can start applying through an existing Small Business Administration (SBA) 7(a) lender or a federally insured institution for the PPP on 4/3/20. Starting 4/10/20, independent contractors and self-employed individuals can apply. The SBA is encourage businesses to apply as quickly as possible because there is an overall funding cap on the program.

CARES Act Economic Injury Disaster Loans (EIDL)
The Small Business Administration is offering low-interest federal disaster loans for working capital to small businesses suffering substantial economic injury as a result of the Coronavirus (COVID-19).

The EIDL is a low-interest, fixed-rate loan that can provide up to $2 million in assistance for a small business. SBA’s Economic Injury Disaster Loan (EIDLs) funds come directly from the U.S. Treasury. Applicants apply directly through the SBA’s Disaster Assistance Program.

CARES Act EIDL Advance
In addition to the traditional EIDL through the SBA’s Disaster Assistance Program, the CARES Act provides additional assistance for businesses with fewer than 500 employees with an up to $10,000 Advance on an EIDL.

The advance may be available even if your EIDL application was declined or is still pending and the advance will be forgiven. A company can apply for an EIDL Advance by visiting the SBA’s Disaster Site. In order to qualify for the Advance, you need to submit this new application even if you previously submitted an EIDL application. Applying for the Advance will not impact the status or slow an existing application.

Pure Michigan Business Connect COVID-19 Emergency Access & Retooling Grants
The Michigan Economic Development Corporation (MEDC) Pure Michigan Business Connect (PMBC) launched a new grant program providing a total of $1 million in grants to Michigan’s small manufacturers looking to retool and produce critical health and human service supplies in response to the COVID-19 outbreak.

The program will award grants of $10,000 to $150,000 to companies that can quickly and effectively manufacture critical health and human service supplies. Businesses can use the funds to support the purchase of equipment necessary to manufacture critical supplies, logistics and shipping costs of procuring necessary equipment, technology upgrades and other costs related to operationalizing new product lines.

MEDC’s Small Business Relief Program
The Michigan Economic Development Corporation is providing immediate economic support to Michigan’s small businesses to overcome anticipated loss of revenue as a result of the COVID-19 virus. Through the Michigan Small Business Relief Program, the state has set aside $10 million for grants and low-interest loans. The program is being administered by 15 local and nonprofit economic development organizations; Click here to learn more, apply and find your local EDO.

SBA Local Assistance
The Small Business Administration works with several local partners, including Small Business Development Centers, SCORE Offices, Women’s Business Centers, and Veterans Business Outreach Centers. Each of these unique local partners can assist your company with relief options. You can find your local office here.

SBA Express Bridge Loans
The Small Business Administration has an Express Bridge Loan Pilot Program, which allows small businesses who currently have a business relationship with an SBA Express Lender to access up to $25,000 with less paperwork.

The loans can provide vital economic support to small businesses to help overcome the temporary loss of revenue they are experiencing and can be a term loans or used to bridge the gap while applying for a direct SBA Economic Injury Disaster Loan.
