Palisades Restart Marks Historic First for U.S. Nuclear Power

In a milestone for the nation’s energy future, the U.S. Nuclear Regulatory Commission (NRC) approved Holtec International’s licensing package to reauthorize power operations at the Palisades Nuclear Power Plant in Covert Township.

This is the first time in U.S. history that a shuttered nuclear plant will be brought back into service — a milestone with far-reaching implications for grid reliability, energy security and the manufacturing sector.

The NRC’s determination confirms that Palisades has met the rigorous federal requirements necessary to transition from decommissioning status back to an operating license. This approval paves the way for critical next steps, including the safe receipt of nuclear fuel and the formal transition of licensed reactor operators to on-shift roles.

Once restarted, Palisades will produce more than 800 megawatts of reliable electricity — enough to power hundreds of thousands of homes and businesses. For manufacturers, that means a more stable, resilient electric grid capable of meeting the energy needs of an increasingly electrified economy.

“This is a proud moment for our team, for Michigan and for the country,” said Holtec President Kelly Trice. “Restarting Palisades will support a stronger, more resilient electric grid to meet current and future demand. The restart further affirms the vital role nuclear power plays in meeting domestic energy demand and strengthening U.S. energy security.”
Broad Support Made the Difference

The Palisades restart would not have been possible without bipartisan support and collaboration at every level of government. Governor Gretchen Whitmer, administrations in Washington, the Michigan Legislature, Michigan’s Congressional Delegation and local units of government all played a role in advancing this project.

Equally important has been the backing of the local community, labor and the state’s business community. From advocating for federal support to engaging in public forums, stakeholders have demonstrated a shared commitment to returning Palisades to service.

Organizations like the Michigan Manufacturers Association have been essential voices, highlighting the importance of reliable and affordable baseload power to Michigan’s manufacturing competitiveness.

A Boost for Michigan’s Economy and Workforce

The restart is already providing a significant economic boost to Michigan, with 600 full-time nuclear professionals and more than 1,000 skilled tradespeople. Once operational, Palisades will continue to provide hundreds of jobs, a strengthened local tax base and long-term benefits for the surrounding communities.

For the manufacturing sector, the plant’s return is more than a success story. It is proof that with the right policy framework, technical expertise and stakeholder commitment, the U.S. can innovate to meet future needs.

Holtec has also doubled down on Michigan as a leader in the nuclear energy space, announcing plans to deploy two additional 300-megawatt SMR-300 reactors near the soon-to-be-restarted Palisades plant by the early 2030s. The construction and operation of these units would nearly double the site’s generation capacity and add hundreds of high-paying jobs.

As Michigan positions itself as a leader in manufacturing and energy, the Palisades restart stands as a powerful example of what’s possible when government, industry and community work together toward the public interest. The project is also inspiring renewed interest in restarting other nuclear plants nationwide, as Michigan demonstrates how nuclear energy can drive economic growth and strengthen energy security.
